This <br />can be accomplished through a fai thi'ul observation of the recommenda- <br />tions contained in paragraph 2. <br /> <br />4. That the opinion should be carefully studied and COlorado <br />take appropriate steps to obtain a decree of the Court which will sus- <br />tain the State's interpretation of the opinion. <br /> <br />Following this statement and recommendation by Mr. Breiten- <br />stein, Attorney General Hinkley, Gail L. Ireland and George J. Bailey, <br />member of the Board from Jackson County, were called upon to comment <br />upon the opinion in the North Platte case. They concurred in the state- <br />ment and recommendations of Mr. Breitenstein. <br /> <br />Thereupon it was moved by J. M. Dille and seconded by <br />Geo. A. Governor of the State of Colorado, addressed <br />his communication to the Colorado Water Conservation Board. <br />stating that he had appointed Henry C. Vidal, Gail L. Ireland, <br />Charles L. Patterson and Harry C. Mendenhall to represent the <br />State of Colorado upon a joint commission composed of commis- <br />sioners representing the States of Colorado and Kansas for <br />the purpose of negotiating and entering into a compaot res- <br />pecting the use by the tv."O states of the waters of the Arkan- <br />sas River and asking the Board, pursuant to Section 9 of Chap_ <br />ter 265 of the Session Laws of Colorado, 1937, to approve these <br />
