RULES ,A.ND RECULATlONS CONCERNING THE COLORADO INSTREAM FLOW
AND NATURAL LAKE LEVEL PROGRAM

1. TITLE. Rules Concerning the Colorado Instream Flow and Natural Lake Level
Program, as established in 9 37-92-102 (3), C.RS., (1990), shall be hereinafterreferred to
as the ISF Rules,

2. PURPOSE OF RULES. The purpose of these Rules is to set forth the procedures to be
followed by the Board when administering the ISF Program" By this reference the Board

3. STATUTORY AUTHORITY. The General Assembly created the ISF Program in
recognition of the need to correlate the activities of mankind with some reasonable
preservation of the natural environment. The statutory authority for these Rules is found
at 9 37-60-108, C.RS, (1990) and 9 37-92-102 (3), C.RS. (1990).

DEFINITIONS

a. Board. Means the Colorado Water Conservation Board as defined in .9.937-60-101,
103 and 104, C.RS, (1990),

b. Staff. Means the Director ofthe Colorado Water Conservation Board and other
personnel employed by the Board.

c. Person, Means any human being, partnership, association, corporation, municipal
entity, county government, state government or agency thereof, federal government or
agency thereof.

d. ISF. Means any water, water rights or interests in water appropriated or acquired by
the Board for preservation or improvement ofthe natural environment to a reasonable
degree.

e. Board Office. The Colorado Water Conservation Board's office is located at 1313
