TITLE. Rules Concerning the Colorado Instream Flow and Natural Lake Level <br />Program, as established in 9 37-92-102 (3), C.RS., (1990), shall be hereinafterreferred to <br />as the ISF Rules, <br /> <br />2. PURPOSE OF RULES. The purpose of these Rules is to set forth the procedures to be <br />followed by the Board when administering the ISF Program" By this reference the Board <br />iflcol'j'lorates the Basis and P1:lI'j'lOSC statemcnt prepared and adopted at the timc of <br />rl:llemaking, ,A. copy of this document is on file at the Board office, <br /> <br />3. STATUTORY AUTHORITY. The General Assembly created the ISF Program in <br />recognition of the need to correlate the activities of mankind with some reasonable <br />preservation of the natural environment. The statutory authority for these Rules is found <br />at 9 37-60-108, C.RS, (1990) and 9 37-92-102 (3), C.RS. (1990). <br /> <br />4. <br /> <br />DEFINITIONS <br /> <br />a. Board. Means the Colorado Water Conservation Board as defined in .9.937-60-101, <br />103 and 104, C.RS, (1990), <br /> <br />b. Staff. Means the Director ofthe Colorado Water Conservation Board and other <br />personnel employed by the Board. <br /> <br />c. Person, Means any human being, partnership, association, corporation, municipal <br />entity, county government, state government or agency thereof, federal government or <br />agency thereof. <br /> <br />d. ISF. Means any water, water rights or interests in water appropriated or acquired by <br />the Board for preservation or improvement ofthe natural environment to a reasonable <br />degree. <br /> <br />e. Board Office. The Colorado Water Conservation Board's office is located at 1313 <br />Shennan Street, 7th Floor, Denver, CO 80203, The phone number is (303) 866-3441. <br />The facsimile number is (303) 866-4474.
