Stapleton, Vice- <br />Chairman, at 10:00 A. M. <br /> <br />I,m. STAPLETON: <br /> <br />"Gentlemen, we'll call this meeting of <br />the Colorado Water Conservation Board to <br />order. I have a few preliminary statements <br />I'd like to make. First of all, for the Board <br />members, ~tr. Sparks has prepared a summary <br />dated February 1, 1966, of H. R. 4671 and <br />similar legislation with a resolution begin- <br />ning on page 10. I realize you haven't had <br />an opportunity to go over this which will be <br />the crux of Agenda Item #3. Therefore, with <br />your permission, the members of the Board will <br />meet at 11 o'clock in executive session in the <br />Governor's office to discuss this memorandum. <br /> <br />We are going to try and take up all of <br />Agenda Items Nos. 1 and 2 by 11 o'clock. If <br />we don't complete those we will begin them <br />again at 1:3Q. <br /> <br />This afternoon, when we discuss the <br />Central Arizona project, it is the Board's <br />desire to give everyone an opportunity to <br />present his views to the Board. There are <br />going to be some time limitations and I don't <br />know at this time what they are going to be. <br />He'll try not to be arbitrary but at 11 <br />o'clo~~ if everyone who wants to appear and <br />speak on the project will please give their <br />names to Nrs. Keating, and the board or per- <br />sons they may represent in speaking. In <br />that way we can judge hO\~ many speakers and <br />how much time ''Ie can allocate to each one of <br />you. <br /> <br />Hith that in mind, we will now turn <br />to Agenda Item #1, which is approval of <br />
