I want to say in <br />the very beginning that when that decision has <br />been made, when the policy has been laid down, <br />when this Board has made the decision, then <br />so far as I am concerned the whole matter is <br />foreclosed from anything except ardent support. <br /> <br />However, until we reach that kind of a <br />conclusion and until we reach an official <br />position for the state of Colorado, I feel <br />that it is my responsibility, my personal <br />responsibility and my responsibility as a <br />member of the Upper Colorado River commission, <br />to plunk as hard as I lmo~l ho\., for the things <br />that I believe in, for the changes in this <br />legislation which I believe should be made. <br />Anyway, that is the course that I intend to <br />pursue and along that line, along with Dave <br />Miller, I did a little night work myself last <br />night and I drew up a one page statement that <br />I want to read to you. I have copies for the <br />members of the Board and some extra copies. <br /> <br />This is my statement, Hr. Chairman: <br /> <br />Jack Garner, the beloved legislative <br />philosopher and realist who understood this <br />Nation's government second to none, said: <br />'A weak law under able administration is far <br />better than a strong la~l under weak adminis- <br />tration. I <br /> <br />I <br /> <br />The February 1 version of H. R. 4671 is <br />a sound and constructive document with one <br />glaring exception. It authorizes projects <br />in both basins equitably and.realistically. <br />It expresses unanimous support of all seven <br />Colorado Basin states for the importation of <br />heavy drafts of water from sources outside its I <br />natural drainage basin into the Colorado River <br />System. It provides for reasonable, sensible, <br />and necessary storage of water in the Upper <br />Basin of the wild, erratic, and unpredictable <br />Colorado River. And, it stipulates and pro- <br />vides to the best of its ability for the <br />
