throughout the state to raise the money and
put on the pressure to heip get that thing
passed. This particular resolution is dra~m
from a narrow standpoint but I think it only
fair to assume that Denver does stand ready
to back the rest of the state in the develop-
ment of the full resources of this state.
This resolution represents, however, a minimum.
that is necessary to protect an investment
already made, not out of the federal treasury
but out of the pockets of the people of the
Denver metropolitan area. Like the Northern
Colorado Water Conservancy District which has
a present investment to protect, the City of
Englewood and the city of Colorado Springs,
we feel it only reasonable to have assurance
of this protection.

The good faith with wh~ch we have been
met by ~tr. Balcomb and the people he represents
indicates to us that the language and the
necessary details will be worked out in the
immediate future. W'e may need another week to
do this but I feel that there is no question
but what we are going to do this from what
I have heard. I have not participated in
these, and this is hearsay, but everything
that I have heard indicates the greatest good
faith and under those circumstances we have a
happy situation in which the entire state can
be working together to the same end.

I hope that this resolution that our
Board has adopted will be accepted in the
very good faith in \~hich i t \~as prepared."
