SPARKS:

the required legal sponsorship for the Ever-
green problem area inasmuch as the town of
Evergreen is an unincorporated municipality.

That is about the substance of our report
'today. "

"As you know. there was some publicity
in the papers over the week end about starting
construction in 1968 instead of '67 on Chat-
field. Can you bring us up to date? I am
sure you are aware of the comments in the
papers. "

"I'm sorry but I wasn' t a~lare of that
but my latest information is that our planning
schedule was still based on letting a construc-
tion contract in the spring of 1967."

"Larry. can you comment at all on that
newspaper report?"

"Yes. There is some question whether or
not the recommended budget includes sufficient
funds to actually let the contract. It is
my understanding that the budget request did
contain sufficient funds to complete all the
detailed planning necessary to let a contract
for construction. Apparently. though. there
is some misgiving that a contract could not
be let in the spring of '67 with the amount
of funds programed."

"This is true. The moneys available to
us now are sufficient for completion of what
we call our general design memorandum. There
aren't any construction funds in the current
President's budget."

"I understand that Congressman Rogers and
Congressman MCVicker will make an issue of
this with the Appropriations Committee and
will attempt to secure funds which will permit
the award of a contract. Senators Allott and
Dominick will do the same in the Senate. t'le
