The estimated total cost of
the project is $95,000, Please see the attached project summary and map.

Backqround
The UPBCC, located in Morgan County, operates the Upper Platte and Beaver Canal for the
benefit of the shareholders by providing direct flow irrigation water to an 11 ,OOO-acre service area.
The Upper Platte and Beaver diversion is located on the South Platte River, about one mile
northeast of Fort Morgan, at Log Lane Village. The existing delivery system consists of the
diversion and headgate on the river, and 35 miles of canal, constructed in the late 1800's, The
diversion was repaired in the 1950's and 1960's.

During the week of February 18, 2002, the Company had a local contractor de-water the area
around the river diversion so that it could be inspected. They found that the shale foundation
downstream had been eroded away, and that the erosion extended under the concrete foundation
of the diversion, creating an emergency condition. The UPBCC needs to rehabilitate the diversion
as soon as possible, prior to spring runoff that could further undercut the structure and cause It to
collapse, The Company notified CWCB staff immediately, and made application for an emergency
loan. The UPBCC is eligible for a loan from the CWCB Emergency Infrastructure Repair Account.
