I do nat think <br />a conditi'Onal auth'Orizati'On can be secured but <br />I am cenfident that a feasibility study, which <br />is the first step, can be secured. We pravided <br />on the secand pr'Oblem of augmenting the river <br />t'O take care 'Of sh'Ortages over and ab'Ove the <br />Mexican Treaty that the Secretary g'O ahead with <br />the type 'Of studies that we have always visual- <br />ized, and that have been included in all legis- <br />lati'On, with a provisa that he cann'Ot rec'Ommend <br />any plan witheut the cansent 'Of the states which <br />might be concerned 'Or effected by a diversi'On <br />pr'Oject. This is in hape 'Of satisfying the <br />Pacific N'Orthwest. <br /> <br />These are the two methods that have been <br />used in this bill ta try to solve the Mexican <br />Treaty and the augmentatian problem which are <br />tied up in 'One, ta increase the flaw 'Of the <br />Colorad'O River. This is the 'One preblem that <br />the bill is bogged down on at this time. It <br />is a wheeling arrangement by which power is <br />transferred 'Over br'Oad areas. Obvi'Ously there <br />is a charge made far the service 'Of wheeling this <br />power and the federal g'Overnment censtructed a <br />
