I

.

second 'One was that in all bills we requested
that the Secretary study the advisability of
making imparts into the C'Olerad'O River system
fr'Om 'Other s'Ources. Obviously this included
the Calumbia River Basin. Those tw'O paints were
extremely c'Ontraversial on a nati'Onal scale.
Since that time we have actually been seeking
haw ta accamplish 'Our gaal with'Out stirring up
the same cantraversy that has heretaf'Ore ex-
isted.

As a compromise it has been suggested in
this draft that we return t'O a feasibility study
on the Mexican Treaty problem. I do nat think
a conditi'Onal auth'Orizati'On can be secured but
I am cenfident that a feasibility study, which
is the first step, can be secured. This is in hape 'Of satisfying the
Pacific N'Orthwest.

These are the two methods that have been
used in this bill ta try to solve the Mexican
Treaty and the augmentatian problem which are
tied up in 'One, ta increase the flaw 'Of the
Colorad'O River. This is the 'One preblem that
the bill is bogged down on at this time. That
is the change in the bill.

1

As a substitute for the revenues fram
Hualapai Dam, the Senate included revenues fr'Om
the Pacific N'Orthwest-Pacific Southwest intertie
which is a c'Omplicated transmissi'On system which
ties up the pewer generation of the Narthwest
with the p'Ower generatien 'Of the Southwest. It
is a wheeling arrangement by which power is
transferred 'Over br'Oad areas. Obvi'Ously there
is a charge made far the service 'Of wheeling this
power and the federal g'Overnment censtructed a
