city limits is Denver's business. The same
with Littlet'On and Englew'Ood. However, as far
as this channel is c'Oncerned, bef'Ore it is con-
structed, they must all agree that the channel
will remain in the conditian in which the Carps
of Engineers constructs it. That is a prerequi-
site t'O the constructian. Sa it cannot be
tampered with after it is c'Onstructed. This
d'Oes n'Ot involve Denver, h'Owever, since nene of the
channel work is in the City of Denver."

Fart Collins, Greeley, far us ta designate these
flood plain channels sa they can start drawing
up their plans.

This was n'Ot put in the law at our request.
This is rather unusual that a state agency has
the authority 'Of some veto power over what the
cities do in z'Oning. I have always assumed the
cities had this auth'Ority to z'One in any event.
This was a requirement the legislature put in.
Assuming that it is a proper exercise of state
autharity, the cities are helpless to do any-
thing until we designate these fl'O'Od plain
channels."

hinder the praper zoning?"

"It seems to me that we are kind 'Of getting
away from the point. If there is a dispute as
to whether 'Or not this is the channel, then I
think this 'Ought to be given further study.
But as I understand it, the whole function of
this Board is te determine whether this channel
is the channel and if the Board feels that the
channel as designated includes to'O much greund
or not enough gr'Ound, then I think they 'Ought
to c'Onsider it further.
