I recall that we got <br />the Colorado Water Congress together when we had some serious problems <br />in the state that we worked out. <br /> <br />Freddie, would you like to think about it and talk with anybody on the <br />board and the staff and the conservancy districts, and see what you <br />want to come up with? I happen to, feel that our congressional delega- <br />tion and the Governor and certainly the people know what our position <br />is, but I agree with you that we should take a harder, stronger look <br />at it. Would you come up with a recommendation in September? <br /> <br />I don't think we are going to change the world between now and then. <br />I would like to have some more concrete ideas of what you have, in mind. <br /> <br />MR. KROEGER: All right. <br /> <br />MR. STAPLETON: Is there any further discussion on that item? <br /> <br />MR. ROLLY FISCHER: Rolly Fischer, Colorado River District, Glenwood <br />Springs, Colorado. <br /> <br />MR. STAPLETON: Where? I didn't hear that. (Laughter.) <br /> <br />MR. ROLLY FISCHER: . Glenwood Springs, the great headwaters of the <br />Colorado River. (Laughter.) <br /> <br />I wonder if, in the interest of discussion on Mr. Kroeger's point, if <br />the board, for September or perhaps earlier, could consider a supportive <br />position that the Congress has acted over the 30 years Mr. Sparks <br />mentioned, in that way perhaps to support the Congress and that process, <br />which Mr. Sparks has emphasized so heavily this morning. <br /> <br />I <br /> <br />MR. SPARKS: We may broaden this a little in the next two topics. We <br />may get to some methods of approaching some of these problems we have <br />discussed. in the next two agenda items. <br /> <br />MR. STAPLETON: Is there any other discussion by members of the audience? <br />(No response.) <br /> <br />If not, then let's turn to a companion item discussion and recommenda- <br />tions regarding the state funding ,for water resource development. <br /> <br />Larry, would you continue the discussion? <br /> <br />-19- <br />
