<br />MR. KROEGER: Mr. Chairman, I am wondering what action we should take,. <br />I think this requires strong effort on our part. Apparently, even if <br />we get our bill through -the Senate, it looks obvious that the President <br />will veto it. I think we need to be very forceful, not particularly <br />as you have indicated, politically,_but in :general. <br /> <br />MR. STAPLETON: -Larry, Mr., Sherman and the Governor have been- right 0)1 I <br />top of this., Unless I heard some recommendation from them, I,think, <br />there is very little that can be done before November. I am sure we <br />want to encourage our congressional ,people to go forward. I think our <br />views have been expressed in Grand Junction and all up and down. It <br />is up to the,congressional delegation ,and the Governor to do the best <br />they can under very, very difficult odds to implement that. We have a <br />high level.board here, but :evidently ,it has :to be at a :higher,echelon <br />if we are going to effect any results at all., I think we ought to be <br />supportive of those people. The Colorado Water Congress is a private <br />organization and should be getting in ~- :and I know they are. We need <br />that sort of vigilante attitude to make some kind of impression_ <br />eventually with the Administration. <br /> <br />MR. -SPARKS: I might add on that point, Mr. Kroeger, that _everythi~g <br />that the President has proposed requires some action other than his <br />press remarks. Many of the things that he nas set ,forth require <br />congressional action. Other things .require executive action in the <br />way of the promulgation of a regulation or new procedures in planning. <br />We will have a chance one by one, _as they ,come up, to fight the <br />President's proposals., <br /> <br />At a meeting yesterday of the Upper Colorado River Commission, one <br />member of the audience said that by latest count, there had been some, <br />69,000 regulations issued by the,federal government during:the past <br />year. A lot of these that the President is talking aoout would be:by <br />regulation, and these would be very difficult to get at. We have a <br />direct approach to Congress through our elected senators and repre- <br />sentatives. -In the executive branch, none of those people are elected <br />besides the President. We now have a government by regulation -- not <br />by legislation any more. Our lives are regulated largely by people <br />we don't even know or elect. _ This is the fault of Congress. :Congress <br />can stop it at any time. <br /> <br />I <br /> <br />We don't have to accept what ,the President says. We:will have an <br />opportunity as each point is raised to do something about it. <br /> <br />MR. KROEGER: I guess the thing that disturbs me is that by saying <br />nothing or implying-that we don't like it, I, feel it is just not enough. <br />I think we have conservancy districts and conservation boards and action <br /> <br />--18- <br />
