As you know, the Director asked me to assist
the people over there in anything I could
and I am certainly willing to do that up to
the point where it becomes controversial.
I don't believe it is any part of this
Board's duty to enter into any controversial
matter. At least in the mechanics of it, I
am still willing to help if they will let us.

I attended a meeting of the Rio Grande
Compact Commission on February l6 which was
more or less a routine meeting. Colorado
added to its compact indebtedness by an amount
of almost 60,000 acre-feet. We are now in
debt 57l,700 acre-feet. New Mexico has a
credit, primarily I think, because of the
water salvage features of the Middle Rio
Grande. There has been a change in the
method of releasing water from Platoro Res-
ervoir which was followed last year and was
found quite satiSfactory. So by resolution
the Commissioners adopted that same procedure
for the coming year. They also studied some
flood control regulations before them and
those were approved in principle. It was
pretty much of a routine meeting of the Com-
mission.

I just got in on the tail end of the
Director's comments about Glen Canyon filling
criteria.' I think I know what the first part
of his comments were and I can't help but
emphasize the seriousness of this problem, as
I see it, from the point of view of Colorado
and the Upper Basin states. It is one more
of the big hurdles that we face in this Colo-
rado River Storage Project problem and to me,
one of the most serious.

The rest is pretty much routine. I
don't think there is anything more to report."
