STAPLETON: <br /> <br />going to hold up the project by that delay. <br />As you know, the Director asked me to assist <br />the people over there in anything I could <br />and I am certainly willing to do that up to <br />the point where it becomes controversial. <br />I don't believe it is any part of this <br />Board's duty to enter into any controversial <br />matter. At least in the mechanics of it, I <br />am still willing to help if they will let us. <br /> <br />I attended a meeting of the Rio Grande <br />Compact Commission on February l6 which was <br />more or less a routine meeting. Colorado <br />added to its compact indebtedness by an amount <br />of almost 60,000 acre-feet. We are now in <br />debt 57l,700 acre-feet. New Mexico has a <br />credit, primarily I think, because of the <br />water salvage features of the Middle Rio <br />Grande. There has been a change in the <br />method of releasing water from Platoro Res- <br />ervoir which was followed last year and was <br />found quite satiSfactory. So by resolution <br />the Commissioners adopted that same procedure <br />for the coming year. They also studied some <br />flood control regulations before them and <br />those were approved in principle. It was <br />pretty much of a routine meeting of the Com- <br />mission. <br /> <br />I just got in on the tail end of the <br />Director's comments about Glen Canyon filling <br />criteria.' I think I know what the first part <br />of his comments were and I can't help but <br />emphasize the seriousness of this problem, as <br />I see it, from the point of view of Colorado <br />and the Upper Basin states. It is one more <br />of the big hurdles that we face in this Colo- <br />rado River Storage Project problem and to me, <br />one of the most serious. <br /> <br />The rest is pretty much routine.
