<br />" <br /> <br />. <br /> <br />. <br /> <br />~' <br /> <br />included an extensive panel discussion between the Water Resources Review Committee and several of <br />the attorneys involved in Recreational in-Channel Diversion applications. The discussion was marked by <br />several critical observations of the CWCB by some of the attomeys. Several Board Members also <br />provided comments outlining the challenges that the Board must wrestle with. This included outlining <br />the unique role the CWCB has to ensure maximum utilization of the waters of the state, and to ensure that <br />compact entitlements are not impaired and that these two factors are often not an emphasis for local water <br />users and the RICD applicants. In terms of what could be improved in the process some Board Members <br />pointed out the need for greater clarity/definition of: what constitutes "control" of the flow; attaining a <br />more clear understanding of the "minimum" amount; and clarification "reasonable recreational" <br />experience. The Water Resource Review Committee will take this issue up again at the Capital on <br />September 7 starting at 9:30 a.m. <br /> <br />The second day of the convention showcased the CWCR Staff and management provided and excellent <br />series of presentations highlighting the exciting and challenging work undertaken by the Board. Rod <br />Kuharich summarized key Colorado River issues and the status of negotiations, Ray Alvarado and <br />Carolyn Fritz provided real-time demonstration of map view and decision support system information; <br />Tim Feehan and Kirk Russell provided a summary of the many water supply projects that the Board is <br />financing and gave information on the loan program, Rick Brown provided an overview of SWSI <br />emphasizing the work to be done next year and its relationship with HE 1177. <br /> <br />Colorado Water Congress - 24'. Annual Water Law Seminar: The 24th Annual CWC Seminar on <br />Colorado Water Law will be held on September 26-27, 2005 at the Colorado Water Congress offices, <br />1580 Logan Street, Suite 400, Denver, Colorado. The classes will be limited in size and will include <br />several members of the State Legislature. The registration fee is $650 for Colorado Water Congress <br />members and $1,000 for non-members. In 2004, this seminar was awarded 20 CLE general credits and <br />0.9 Ethics credits. Please check on CWC's website at www.cowatercongress.org and click on Meeting <br />Notices where the program and registration forms will be posted as soon as available. <br /> <br />Colorado Water Congress Workshops: All four of the workshops listed below will be held in the <br />Colorado Water Congress Conference Room, 1580 Logan SI., Ste. 400, Denver, Colorado. CLE credits <br />have been applied for each seminar and workshop. The CLE credits awarded during 2004 are shown in <br />italics below. The workshops program and registration forms will be posted to the CWC website <br />www.cowatercongress.org during the summer. <br /> <br />Workshop on Water Quality, October 12, 2005 -- 7 General CLE Credits awarded 2004; <br />Workshop on Endangered Species, October 13,2005 - 7 General CLE Credits awarded 2004; <br />Workshop on the Initiative Process: What You Need to Know, October 20,2005 - 8 General CLE <br />credits awarded 2004; and <br />Workshop on Legal Ethics in Water & Environmental Law; November 8, 2005 -- 9 General and 7 Ethics <br />CLE credits awarded 2004. <br /> <br />Legislative North West Water Tour: On August 23, 24, and 25 the Legislature's Water Resources <br />Review Committee conducted a tour of Granby Reservoir, the FaIT Pump Station, the Grand Lake Tunnel <br />Station, Wolford Reservoir, Toponas, Lake Catamount, Stagecoach area, Steamboat Springs RICD area, <br />Elk Head Reservoir Expansion, Meeker, Rio Blanco, Yellow Jacket project site, oil shale & gas sites, <br />Deserado Coal Mine north of Rangely, the proposed hydro power plant, and the Dinosaur National <br />Monument headquarters visitor center. There was also a tour ofthe Stagecoach Reservoir site and hydro <br />plant on Thursday afternoon. <br /> <br />.
