After consideration on the merits, the Committee recommends the
following:

HB99-1050 be amended as follows, and as so amended, be referred to
the Committee on Appropriations with favorable
recommendation:

1 Amend printed bill, page 4, line 3, after "AGENCIES,", insert "THESE
2 LOCAL PLANNING GROUPS SHALL, WHEREVER POSSIBLE, INCORPORATE
3 EXISTING PLANNING EFFORTS AND SHALL MEET AT SUCH TIMES AND
. 4 PLACES AS ARE NECESSARY TO ADEQUA TEL Y ADDRESS THE NEEDS OF THE
5 RIVER BASIN, INCLUDING DIVIDING LOCAL PLANNING GROUPS INTO
6 SMALLER SUB-GROUPS, SO LONG AS A RIVER BASIN PLAN IS DEVELOPED
7 AND SUBMITTED TO THE COLORADO WATER CONSERVATION BOARD
8 ACCORDING TO SECTION 37-60-203.";
9 strike lines 17 and 18, and substitute the following:
10 "AND OTHER NONCONSUMPTIVE WATER NEEDS;",
11 Page 5, after line 4, insert the following:
12 "(g) WATER QUALITY CONDITIONS THAT ARE CONSISTENT WITH
