<br />1 ENVIRONMENT, INCLUDING THE REINTRODUCTION OF SPECIES THAT ARE '. <br />2 CURRENTL Y EXTINCT IN THIS STATE ISAST ATEWIDECONCERN AND SHOULD <br />3 BE CONDUCTED BY THE STATE THROUGH SPECIFIC LEGISLATION. <br />4 REINTRODUCTION DRIVES ENORMOUS LAND USE QUESTIONS AND IMP ACTS <br />5 PROPERTY AND WATER RIGHTS THROUGHOUT COLORADO. <br />6 (2) BEFORE ANY SPECIES NOT OR NO LONGER FOUND IN THIS STATE <br />7 AND THAT HAS BEEN PLACED ON THE THREATENED OR ENDANGERED <br />8 SPECIES LIST PURSUANT TO THE FEDERAL "ENDANGERED SPECIES ACT OF <br />9 1973", 16U.S.C. SEC, 1531, ETSEQ., AS AMENDED, MAYBE INTRODUCED <br />10 OR REINTRODUCED INTO THIS STATE THROUGH ACTION BY ANY FEDERAL, <br />11 STATE, OR LOCAL GOVERNMENT ENTITY, THE GENERAL ASSEMBLY SHALL <br />12 ACT BY BILL TO SPECIFICALLY NAME SUCH SPECIES AND TO SPECIFY THE <br />13 MANNER OF REINTRODUCTION. <br />14 SECTION 2. Effective date. This act shall take effect October (~ <br />15 15, 1999, unless a referendum petition is filed during the ninety-day <br />16 period after final adjournment of the general assembly that is allowed for <br />17 submitting a referendum petition pursuantto article V, section 1 (3) of the <br />18 state constitution, If such a referendum petition is filed against this act <br />19 or an item, section, or part of this act within such period, then the act, <br />20 item, section, or part, if approved by the people, shall take effect on the <br />21 date of the official declaration of the vote thereon by proclamation of the <br />22 governor, <br /> <br />. <br /> <br />-2- <br />
