RE: Fourmile Creek and Oil Creek Prehearing Conference

The parties to the Fourmile Creek and Oil Creek ISF hearings met on July 7, 2000 for a
pre hearing conference, The parties discussed and agreed upon several procedural issues,
identified the substantive issues to be addressed at the hearing, and identified how much time
they want for their presentations at the hearing. Because several issues in both proceedings
overlap, the parties agreed that the hearings could be combined for the sake of efficiency. The
parties' time requests for their presentations are noted on the prehearing order. These estimates
do not include time for questions from the Board or other Parties, I believe that the time requests
are reasonable,

It appears that, to give the parties their requested time slots and to allow for Board
deliberations, the combined hearing may take I Y, days, Of course, the Board has discretion to
limit the amount of time for the hearing, but given the controversial aspects of these ISF
appropriations, it is recommended that the Board give the parties and the public ample time to
present their views,

I have attached a draft prehearing order for your review and approval at the July Board
meeting. Once you decide the amount of time for the hearing, I will make adjustments to the
presentation time requests and send out the order,
