If you have a dry year on the San <br />Juan and a wet year or normal year on the rest <br />of tte rivers of the system, you have a problem. <br /> <br />The best we can do, at least it's the best <br />we've been able to figure out, is something that <br />was already proposed in this and that is, that <br />in the event of a shortage~ those shortages will <br />be shared on the San Juan !dver.
