the project report. The project report has
both stages in it and it is separated in the
project report as the initial stage and the
final stage."

the bill to authorize the San Juan-Chama and
Navajo Irrigation Projects."

"Mr. Chairman, I have some questions on
the matter but I will wait until we have gone
through the bill as they involve the whole thing."

"Mr. Moses, you feel that 'initial stage'
then designates the project in the bill and you
are, not refe,rring to some other document which .
has been made a part of it?"

"Here's our problem. The report talks about
an 'initial stage' and the 'second stage'. I
think, as you will see as you go through, we have
made it clear that we are approving only the
initial stage. Certainly the phrase 'initial
stage' indicates that something is going to come
later. I'll agree with that, but I think we
felt that we would get into more confusion if we
didn't tie it down to what they proposed as their
initial stage.

I'm sure the Director and everyone else I
would welcome any suggestions. Maybe you
would want to wait and see what other limita-
tions we have put on. I think that after you
hear the other limitations it would be clearer.
