<br />6 . <br /> <br />Great Outdoors Colorado <br /> <br />e <br /> <br />Great Outdoors Colorado, created by the voters in 1992, can play an <br />important role in implementing these visions. GOCO will have $800 <br />million in state lottery funds to invest in Colorado over the next <br />20 years. When combined with matching funds, this represents $1.6 <br />billion in new purchasing power. Governor Romer will work with the <br />board of GOCO to ensure its investments in open space,wildlife <br />habitat, trails, parks, and recreational facilities are used as a <br />strategic tool to direct growth in keeping with local visions. <br /> <br />7. Create More Tools for Smart Growth <br /> <br />Colorado's communities may need more or different tools to <br />implement their visions for smart growth. Based on advise from <br />communities', the Governor will work with the Legislature to make <br />whatever changes are needed to secure these new tools. <br /> <br />8 . <br /> <br />A Colorado Strateqv for Sustainable Aqriculture <br /> <br />\ <br />\ <br /> <br />One tool that we already know we need is a strategy to protect <br />Colorado agriculture as we grow. Agriculture is an important part <br />of Colorado's economy and culture. It also provides critical open <br />space and wildlife habitat. But in the last decade, half a million <br />acres of agricultural land has been lost to development. <br /> <br />e <br /> <br />To help preserve agriculture c.s a viable part of our economv, <br />culture and environment, Governor Romer has directed a cabinet- <br />level team to develop a sustainable agriculture strategy. This <br />team -- made up of the executive directors of the departments of <br />Agriculture, Natural Resources, Public Health and Environment and <br />Local Affairs will explore innovative strategies such as <br />conservation easements, transferable development rights, voluntary <br />land stewardship practices, land trades and other incentives. <br /> <br />9. A New Relationship with Federal Aqencies <br /> <br />Just as current state policies 2an frustrate these local efforts, <br />so too can federal policies. One-third of Colorado is federal <br />land, and federal agencies must play an important role in turning <br />these visions into reality __ The state will work to encourage these <br />agencies to voluntarily realign and reorganize around our local and <br />regional priorities. If necessary, the Governor will go Congress <br />to demand changes. <br /> <br />Colorado Summit on Smart Growth <br /> <br />To begin this 9-sfep process, GOY, Ronierwill convene a Colorado <br />Summit on Smart Growth in December. This summit will pull together <br />interested local, state and federal parties to discuss growth <br />issues and how to make this process work. <br /> <br />e <br />
