<br />e <br /> <br />e <br /> <br />e <br /> <br />~..., <br />[00 <br /> <br />GOVERNOR ROMER'S 9-STEP PLAN FOR SMART GROWTH IN COLORADO <br /> <br />Colorado is a unique and wonderful place. That is why so many <br />people want to work and raise their families here. The challenge <br />is to find a way to grow without losing our special character. <br />Colorado needs to grow smart, not just grow pig. The decisions we <br />make today will determine whethe~ or not that happens. Gov. Romer <br />has outlined a 9-step plan for smart growth that builds on our <br />traditions to create a locally driven, bottom up process. <br /> <br />1. Local Visions <br /> <br />Each local community needs to create its own vision for how it <br />wants to look 50 years from now. It needs to identify where and <br />how to grow, how to remain liveable, and what unique attributes to <br />preserve. To help, Gov. Romer has directed the departments of <br />Local Affairs and Natural Resources to work with the board of Great <br />Outdoors Colorado and others to help fund these local efforts.,' <br /> <br />2. Reqional Visions <br /> <br />Neighboring communities need to come together to coordinate and <br />reconcile their individual visions into a regional vision for smart <br />growth. Whether based on river basins, transportation corridors, <br />common business districts', or other factors, these regions need ,to <br />be defined locally, not by the state. <br /> <br />3. Ouality Growth Advisory Team <br /> <br />The Governor is creating a Quality Growth Advisory Team to help <br />communi ties and regions in this process. This team will be <br />available upon request to provide technical expertise, data, <br />coordination or support. The team will consist of key <br />representatives from the departments of Transportation, Local <br />Affairs, Public Health and Environment, Natural Resources, and <br />Agriculture as well as telecommunications officials from the state.' <br /> <br />4. Create a State Vision <br /> <br />Like patches in a quilt, these regional visions need to be sewn <br />together to create a state vision for smart growth. To make this <br />happen, the Quality Growth Advisory Team will work with regions to <br />identify issues that need to be reconciled or addressed at the <br />state level. Regional representatives will then come together to <br />determine the best way to address these issues. <br /> <br />5. Aliqn State Policies to a State Vision <br /> <br />For these visions to become reality, state agencies and policies <br />may need to be changed. This might include realigning service <br />boundaries, reorganizing agencies and departments, or rethinking, <br />specific rules and regulations. Based on local' advice as well as <br />the recommendations of the Quality Growth Advisory Team, the <br />Governor will direct state agencies to make appropriate changes. <br />
