the Arkansas River sustains the productive
capacity of thousands of acres of irrigated
land, furnishes an essential water supply to
communities and families, provides
significant wildlife habitat and offers
abundant recreation opportunities; and

it is in the interest of all Coloradans to
preserve the economic, social and
environmental health of the Arkansas River
basin by ensuring that the river continues
to provide these benefits; and

cooperative efforts are underway to obtain
water for wildlife and recreation purposes
at Trinidad State park, John Martin
Reservoir and the Great Plains Reservoirs;
and

the outcome of the Kansas vs. Colorado
lawsuit may require that existing patterns
of water use and administration be changed,
with results that are not yet certain; and

important decisions will have to be made by
state agencies, communities, agricultural
water users, wildlife and recreation
interests and others related to Colorado' s
response to the lawsuit; and

those decisions will be most effective,
equitable and economical if they are
coordinated among interests in the Arkansas
River basin and state agencies;

NOW THEREFORE, I, Roy Romer, Governor of Colorado, under
the authority vested in my by the Constitution and the
laws of the State of Colorado, DO HEREBY ORDER AND
DIRECT THE FOLLOWING:
