<br />. <br /> <br />. <br /> <br />. <br /> <br />Wolford Moootain Project: We had an opportunity to visit the Wolford Moootain Construction site <br />with Colorado River District staff and area coooty and state elected officials. The dam is on <br />schedule, the outlet and gate tower works are complete, core preparation is complete, fill is being <br />placed and the spillway has been excavated and the placement of concrete has begoo. The River <br />District provided an excellent tour and hopefully we can arrange for an opportuoity for the Board <br />to visit the site. <br /> <br />Grand Jooction Workshop: Eric Kuhn, Orlyn Bell, Randy Seaholm and I conducted a meeting in <br />Grand Jooction on Colorado River issues. There was approximately 60 people in attendance and we <br />reviewed river administration, endangered species issues, Seven Basin State discussions, operations <br />of Aspinall Unit, and the overall strategy concerning interim flow protection. We received several <br />positive comments about the meeting and I believe we should do similar workshops in other Basins. <br /> <br />Construction Food Consultant's Seminar: The staff of the Construction Section recently gave two <br />very positive presentations to engineering consultants o~ Water Project Financing Through the <br />CWCB Construction Food. The free half-day seminar was designed to explain the loan application <br />process and use of the Guidelines to engineers interested in helping their clients obtain financing for <br />water projects through the CWCB. There were 37 engineers who attended the seminar held in <br />Denver on August II, and 13 attended the seminar in Glenwood Springs on August 12. The staff <br />plans to repeat these presentations in the early part of next spring. <br /> <br />Reclamation Reform Act: At the meeting of the Western States Water Cooocil in Cody, Wyoming, <br />Ed Ossan, Deputy to Commissioner Beard of the U.S.B.R., proposed to the western states that we <br />assist the Bureau with data gathering on water usage and review of Conservation Plans that are <br />required of all Bureau Water Contractors. The Bureau is willing to provide the funding to the states <br />through a cooperative effort. <br /> <br />At the meeting we expressed our view that we did not want to be put in a position of forcing a <br />program on our water users that was not acceptable to them. However, we would consult with <br />affected users and determine if they were comfortable in having the State playa role in the process. <br />We have had informal discussions with a few conservancy districts and have foood that they are not <br />opposed in general to the concept, and that perhaps a positive approach to working towards a <br />mutually acceptable program would be beneficial. Consequently, we plan to organize a meeting with <br />water conservancy districts, other affected parties, and Ed Ossan to discuss in detail the proposal. <br /> <br />Salinity Control Legislation: Two bills have been introduced, one in the Senate and another in the <br />House, to raise the ceiling limit on the Colorado River Salinity Control program and to allow for a <br />more flexible and cost effective program. We are in support of the legislation and Senator Ben <br />Campbell has agreed to be a co-sponsor.
