DARCA Handbook for Ditch Companies <br /> <br />Beneficiary/Grantee/Contractor: Ditch and Reservoir Company Alliance <br />Amount of Request: $25,000 Ranking: <br /> <br />Medium <br /> <br />Product Produced: A handbook for ditch companies that will layout a one-year program for the <br />company to self-evaluate their operations and implement the changes they deem necessary to operate in <br />a modern and efficient manner, The handbook will include checklists and worksheets that board <br />members can complete as part of the self-evaluation process, The handbook will direct them toward <br />various tasks such as preparing written rules and regulations, or developing a business plan for capital <br />improvements, <br /> <br />Water Planning Relationship: There are many ditch companies throughout Colorado, This would be a <br />cost effective means of providing some needed technical support. <br /> <br />Recommendation: Staff gives a medium recommendation to funding of this study because this is a <br />relatively new organization trying to organize ditch companies, Such an effort would help the CWCB <br />reach entities that it currently has difficulty reaching efficiently through existing means. <br /> <br />. <br /> <br />Stream and Lake Protection Program <br /> <br />1. Instream Flow Engineering Support Services <br /> <br />Beneficiary/Grantee/Contractor: CWCB <br />Amount of Request: $75,000 <br /> <br />Ranking: <br /> <br />High <br /> <br />Products Produced: A strong technical support program for the Instream Flow and Natural Lake <br />Protection (ISF) Section, detailed as follows: <br /> <br />The CWCB relies upon sound technical investigations to appropriate, acquire, and protect Instream flow <br />water rights throughout the state. Due to an upsurge in water court activities, the workload for the <br />CWCB staff responsible for the protection of the CWCB's existing Instream flow water rights continues <br />to grow, This includes efforts needed to process the acquisition of senior water rights and to provide <br />technical support and expertise to change the historic uses of the acquired water to Instream flow use, <br />including providing expert testimony for trial, <br /> <br />Engineering support services may be needed to conduct water availability analysis for streams on which <br />the Board is considering appropriating new Instream flow water rights. This includes determination of <br />the amount of water that is physically available for the Board's appropriation by analyzing available <br />gage records, analyzing water diversions and call records, using available streamflow models, and <br />developing streamflow models or utilizing appropriate standard methods to develop hydro graphs to <br />predict the natural (virgin) streamflows for the each stream under consideration, <br /> <br />. <br /> <br />Water Planning Relationship: The fund will be used to retain consultants to perform engineering <br />support services for the protection of the Board's existing Instream flow water rights, providing <br /> <br />8 <br />
