.

.

.

Recommendation: Staff gives a medium recommendation to funding for this study because this
enables water users to better use the existing water supplies in reservoirs by making appropriate releases
as well as having a more accurate accounting of discharge in the study reach,

11. Purgatoire River Basin Water Resources Planning Study

Beneficiary/Grantee/Contractor: Las Animas County Board of Commissioners / Purgatoire River
Water Conservancy District
Amount of Request: $100,000 Ranking: High

Product Produced: A reconnaissance level study, or studies, addressing water supply demands, unmet
needs and options over the next several decades in the Purgatoire River Basin of Las Animas County,
The studies, and the collaborative process of putting them together, would foster better cooperation
between agricultural, industrial, and municipal water users and improved management of the area's
limited water supplies, Potential projects, hopefully having consensus support in the region would be
identified and could be advanced to feasibility level study and CWCB financing requests.

Water Planning Relationship: The study product(s) would be components of a local water resources
plan for an area of the state historically, and currently, impacted by extensive energy development.

Recommendation: Staff gives a high recommendation to funding for this study because it would
compliment similar planning efforts completed in other areas of the Arkansas River Basin: E1 Paso
County and the SE Colorado Water Conservancy District. The study will enable local decision makers
to assess the impacts of energy development and growth on future water supplies and to identifY
opportunities to better manage and develop the water resources of the basin,

12.

Subsurface Temperatures of the Aquifers on the Denver Basin

Beneficiary/Grantee/Contractor: New Mexico Institute of Mining and Technology
Amount of Request: $12,000 Ranking: Low

Product Produced: Study to obtain temperature data from wells in thermal equilibrium to analyze and
interpret thermal conductivity between aquifers,

Water Planning Relationship: To give water users a better understanding of the groundwater
interaction between the Denver Basin bedrock aquifers,

Recommendation: Staff gives a low recommendation to funding for this study because there is other
more pressing work that will have a more immediate impact on water use.

Water Supply Planning and Finance Program

1. Diversion Structure Inventory

Beneficiary/Grantee/Contractors: CWCB, Agricultural Ditch & Reservoir Companies
Amount of Request: $85,000 Ranking: High

Product Produced: An inventory of all the major irrigation diversion structures on the Arkansas River
or Colorado River. The inventory would include type, size, and condition of each structure, together
with photo documentation, location, owner's name and address, water rights, and replacement/repair
cost estimate,

7
