.

.

.

implementing the CWCB's Strategic Plan, the Drought Assessment, and the Statewide Water Supply
Initiative, We will also use the funds to develop and provide additional planning products to local
governments, water users, and interested parties. We will continue to work to find partners to use and
produce information that will be used in statewide water planning initiatives,

Water Planning Relationship: The CWCB, the DNR, the General Assembly and the Colorado
Water Congress have discussed the need for statewide water planning every year and this need is
expected to continue,

Recommendation: Staff gives a high recommendation to funding of this project because the
information produced and made available will provide a consistent, factual basis for local and statewide
water planning efforts.

2. DSS Technical Assistance

Beneficiary/Grantee/Contractor: CWCB, Various
Amount of Request: $50,000

Ranking:

Medium

Product Produced: Colorado's Decision Support Systems (CDSS) have many useful components,
including water resources data, modeling tools, and GIS maps. This request would allow the CWCB to
provide training to water users and local planners to teach them how to administer their water rights and
use the DSS systems to plan for future water supplies and to resolve problems,

Water Planning Relationship: This request would enhance the Board's ability to provide
technical support to local water planners around the state,

Recommendation: Staff gives a medium recommendation to funding of this study fund because the
existing South Platte DSS has some training budgeted to meet the short-term needs, but additional
training is envisioned to meet the water resource objectives the legislators have set.

3. Groundwater Atlas

Beneficiary/Grantee/Contractor: Colorado Geological Survey
Amount of Request: $71,000

Ranking:

High

Product Produced: Work began on the Atlas in 2000. A non-technical soft cover was the first
product. An Internet-based ground water atlas covering the entire state will follow this. This will lead
to the production of a "smart" web-based atlas to complement existing and developing Decision Support
System tools.

Water Planning Relationship: Dependence on groundwater is increasing. Preparing the atlas will
allow the CWCB to coordinate the efforts of DWR, other DNR agencies, local groundwater
management districts and others to collect information and make it available for local planning,
Information will also be useful to mining and energy producing industries,

Recommendation: Staff gives a high recommendation to funding of this project because of its
importance in water planning efforts,

4.

Use of Gravel Pits

Beneficiary/Grantee/Contractor:
Amount of Request:

CWCB, Various
$25,000

Low

Ranking:

4
