The <br />Country Club is 50 years old and has been the host of the PGA champIOnship along with being the site for the annual; <br />Umted States Golf Association's U.S. Open regional qualifying tournament. The club relamed a golf course architect 10 <br />restore the golf course 10 its origmal conligurallOn. In the process ofplanmng for this, the architect reVIewed old plans and <br />photographs or the golf course. lie discovered Ihal several of the holes had been, prior to the tlood of ]965. located <br />immediately adjacent to the South Platte River. Columbine Country Club Ilould like to. as part of its course restoration. <br />relocate -I greens and 2 tees closer 10 the South Plaue River. To do so. Columbine 11111 need a recreational easement from <br />theCWCB. <br /> <br />Columbme has met with the CWCR. Urban Drainage. the wetlands expert from the :\nny Corps of Engmcl'rs. and the <br />Roxborough \Ietropolitan District (regarding proposed sewer line) on site. Issues were resolved with all of these agencies <br />regardmg any contlicts between their respective oversight and responsibilities and thts easement request. With the <br />exception of an improvement to Urb:m Dramage's mamtenance crossing on Dutch Creek. thIS is not part of this easement <br />and ""ill be used by Columbine temporanly this winter. This crossing maintenance or improl'l:ment ""ill require a permit <br />tram the Corps. Urban Drainage IS in favor of improvements to the crossing. <br /> <br />This casement is entirely outsidl' of the I GO year tlcxxfplain. Columbine Country Club would assume responsibility for the <br />total maintenance oflhe easement area. The easement IS bordered by Columbine Country Club to the West and the South <br />Plane Riwr to the East. There are no other adjaeentlandowners. <br />Easemcllt Request RetlUirelllents <br /> <br />(1) lias a site survey been completed by a licensed surveyor (yes or no)? Yes The casement <br />request \....ill only be approved once the applicant has provided a copy of the site survey to the CWCR <br />staff along with a legal description of the requested casement parcel. <br /> <br />(2) Do you have an understanding of the rclevant environmental regulations and required Iloodplain <br />pemlits for this area? Please explain. Attach a separate letter demonstrating awareness of and <br />compliance with applicable local. state. and federal environmental and lloodplain regulations. <br /> <br />The cas!.:menl is outside of the South Platte River Iloodplain. <br /> <br />(3) For all drainage easement requests. a site drainage study and drainage plan is required. <br />Is this a drainage casement request? (yes or no) No <br /> <br />(4) Easements \vithin the I DO-year lloodplain of the South Platte River (Chatfield Downstream <br />Channc1lmpro\"ement Project) must include a hydraulic analysis completed by a qualified professional <br />engineer (Colorado license required) to demonstrate no adn:rse impacts to the I DO-year lloodplain. <br />Is this site in the lOO+year nood plain?
