Brown <br />ActmJ: Deputy Director <br /> <br />Introduerian <br />At the November 6-7, 1995 Board Meeting, approval was given by the Board to grant requests for <br />easements in ewes's right-of-way along the Chatfield Downstream Channel Improvement Project <br />(Project) on a case-hy-case basis. In addition, at the November 21. 2001 Board Meeting, the Board <br />adopted the "Easement Guidelines for the Chatfield Downstream Channel Improvement Project" dated <br />November 2001. <br /> <br />. <br /> <br />At the May 2005 eWCB meeting. Board members approved changes to the Easement Fcc Structure such <br />that: I) the standard easement review fee, to be paid by the applicant to the CWCB, is now 5500.00; 2) <br />fees collected arc deposited in the South Platte Operational and Maintenance account for specific use by <br />the program: and (3) a ne\v casement fee method was developed known as the casement "Impact <br />Method". The Impact method set the value of CWCB owned right-of-way at 5 I n.OO/square foot, and then <br />quantifies various uses ofCWCB lands as a percentage of the SIO.OO/square foot. For example, drainage <br />pipes and sewer lines have a 50% impact \vhile fences and paved surfaces have a 70%. impact. <br /> <br />Back2round <br />On October 25, 2005 CWCS staff received an application and supporting documentation (see attached) <br />regarding a request from Columbine Valley Country Club (Columbine or Applicant). t\lr. Annen Suny is <br />the project manager on behalf of Columbine and will lead an effort to redesign a portion of the golf <br />course. He has met \vith staff from CWCB, Urban Drainage & Flood Control District (District), and the <br />Corps of Engineers (Corps) several times during September and October regarding their request. <br />Columbine's request is to acquire a 25-year non-structural casement from the eWCB to exp;md four tee <br />boxes and two greens on their golf course. For information purposes. Columbine is located south of <br />BO\vles Avenue on the \vest side of the South Platte River. <br /> <br />. <br /> <br />Discussion <br />StatY conducted a site visit with the Applicant. the District. and the Corps to gain a better understanding of <br />the request. Staff finds that the request is acceptable for the follo\\:'ing reasons: <br />(I) The west side of the South Platte River located in the subjcct easement area docs not comain <br />recreational trails or a need for public access.
