<br />e <br /> <br />. <br /> <br />e <br /> <br />been steadily increasing since the onset of the drought in 1998. <br /> <br />Colorado River Salinity Program: Mark Pifher and I attended the Forum and Advisory Council <br />meetings in Yuma, Arizona the week of Oct. 18. The Workgroup reviewed the criteria and <br />assumptions for the 2005 Triennial Review, showing that salinity levels will be well below the <br />required levels for the next 2 decades. The Forum instructed them to begin drafting the 2005 report. <br />We toured the Yuma Desalting Plant during this meeting, and despite significant ongoing research it <br />will still be several years before it can be restarted at full capacity. <br /> <br />Upper Colorado River Commission Meeting: The Commission met on Oct. 7 in Durango to discuss <br />issues related to the drought, to receive reports from Federal agencies, and to honor the memory of <br />Sam Maynes. The Legal and Engineering Committees met on Oct. 6 and Carol Angel was appointed <br />chairperson of the Legal Committee. The Legal and Engineering Committee discussed drought related <br />issues. The Commission also toured the Animas La-Plata Project. <br /> <br />Upper Basin States Seeking Compact Meeting: The Upper Basin States sent letters to the Lower <br />Basin States request a meeting between the Upper Basin States and the Lower Basin States to discuss <br />the Mexican Treaty obligation under the Colorado River Compact. A copy of the letter was also <br />transmitted to the Secretary of Interior. Copies of the letters are attached to this Report. <br /> <br />Endangered Fish Recovery Program Funding sought: Russell George and the Wyoming State <br />Engineer have sent letters requesting the Department of Interior to consider requesting appropriated <br />funds for the Endangered Fish Recovery Programs in the event the drought continues and funding from <br />the Upper Colorado River Basin fund is not available. Copies of the letters are attached to this Report. <br /> <br />State Colorado River Advisory Committee: The Colorado River Advisory Committee continues to <br />meet to discuss issues related to the current drought and the Colorado River Compact and related <br />documents. <br /> <br />Colorado River Water Use - As of Oct. I, storage in the four major Upper Basin reservoirs increased <br />by 172,000 acre-feet and storage in the Lower Basin reservoirs decreased by 165,000 acre-feet during <br />September. Total <br />System active storage <br />as of Oct. 7 was <br />29.832 million acre- <br />feet (mat) or 50 <br />percent of capacity, <br />which is 4.167 mafless <br />than one year ago. <br />Pursuant to the Interim <br />Surplus Guidelines <br />(ISG), the Lower <br />Division States' <br />consumptive use of <br />Colorado River water <br />for calendar year 2004 <br />will be based on a <br />.partial domestic <br />surplus.
