A graduate of Northwestern University and the University of Colorado, <br />Green is a practicing attorney for Sullivan Green Seavy. <br /> <br />Patricia Vice, Mayor ofthe town of Genoa, is executive director of the Lincoln County Economic <br />Development Corporation. She served as president of the Colorado Municipal League, and is chairman <br />of the East Central Council of Governments. Vice earned her bachelor's degree from CSU and her <br />master's in educatio!1 from Colorado College. <br /> <br />The nine members of the authority serve terms of four years. Senate confirmation is required. <br /> <br />New Urban Drainage And Flood Control District Board Members: Gov. Bill Owens has appointed <br />Mayor Kathleen M. Novak of North glenn and Mayor Andrew 1. Moore of Erie to the Urban Drainage <br />and Flood Control District Board of Directors. <br /> <br />Kathleen Novak has served as the Mayor of North glenn since January 2002. A former City Council <br />member, she is an honorarium instructor in self-consulting at the University of Colorado at Denver, <br />where she earned both her Bachelors of Science and Masters of Science degrees. <br /> <br />Andrew Moore began his term as Mayor of Erie earlier this year. He worked for six years for Sun <br />Microsystems as a senior manager, senior program manager, and most recently as a senior leader for <br />the company. Moore graduated from California State University at Hayward with a Bachelors of <br />Science degree in computer science. <br /> <br />The Urban Drainage and Flood Control District Board of Directors assists local governments in the <br />planning, design, construction, and maintenance of multi- jurisdictional drainage and flood-control <br />facilities. <br /> <br />Ofthe five members ofthe board, the Governor appoints four. Members are mayors from Adams, <br />Arapahoe, Boulder, and Jefferson counties, The Mayor of Denver serves as the fifth and ex-officio <br />member. The length of term is two years, and Senate confirmation is not required. <br /> <br />Arkansas River Basin <br /> <br />Kansas v. Colorado: The oral argument before the U.S. Supreme Court concerning Kansas' <br />exceptions to the Special Master's 4th Report was held on Oct. 4. <br /> <br />The Special Master's 4th Report was filed on December 8, 2003 and treated Colorado very favorably. <br />As a result, Colorado's attorneys recommended against filing any exceptions. However, Kansas filed <br />exceptions seeking to have a Federal River Master appointed, seeking prejudgment interest from 1969 <br />to 1985, objecting to the use of the H-I model over a 10-yearperiod to determine compact compliance, <br />objecting to the replacement plan credits of LA WMA, objecting to the finding that Colorado's Use <br />rules and replacement water bring Colorado into compliance during the 1997-99 period and 15 other <br />disputed issues. Presently, Colorado would owe Kansas approximately $30 million in total damage <br />claims. <br /> <br />Our efforts are currently focused on developing data to refine HI model determinations of State line <br />depletions and the adequacy of Colorado's compliance efforts to offset any potential depletions <br />pursuant to the Special Master's recommendation for retained jurisdiction. In this regard the CWCB <br />has assisted the Division 2 Engineer in updating the irrigated acreage in the HI model area of the <br />Arkansas mainstem and we are assisting with the effort to obtain more accurate weather and <br />evapotranspiration data to utilize in future HI model runs. <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />14 <br />
