However, there is much new research being presented that shows that emissions (aerosols) from <br />coal fire power plants inhibit precipitation downwind of power plants and that cloud seeding has been <br />offsetting this over the years. There are three new power plants proposed in the Four Corners area in <br />addition to the two plants that already exist in the area. We hope that the environmental analysis being <br />done about the impact of these projects will examine the impacts to water resources. <br /> <br />CWCB / DWR Coordinate on Protecting ISFs: CWCB staff members Jeff Baessler and Linda Bassi <br />met with Division of Water Resources (DWR) staff in Divisions 2, 3 and 5 to discuss ways to more <br />closely coordinate on protecting and administering the Board's instream flow water rights. At the <br />meetings, the staff members worked on identifying and prioritizing streams where measuring devices <br />are needed and on developing ways to make it easier for water commissioners to administer ISF water <br />rights, such as summarizing terms and conditions of stipulations involving ISF water rights and <br />providing them to water commissioners in a concise form. CWCB staff will meet with staff in <br />Divisions 1,4 and 6 in the near future. <br /> <br />Ground Water Commission meeting. The Ground Water Commission will hold its fourth quarterly <br />meeting on Nov. 19 in Parker. <br /> <br />Tamarisk Control Update: Due to the Congressional recess for the elections there is no new <br />information from the Tamarisk Coalition to report at this meeting. As time allows, Board staff will <br />cooperate with local entities trying to put together watershed based plans to control tamarisk, such as a <br />group now active in the Purgatoire Basin. The use ofthe $52,000 Construction Fund grant to the <br />Tamarisk Coalition for inventory and monitoring purposes is still on hold pending final resolution of <br />federal legislation. <br /> <br />Colorado Water Congress Compacts Seminar: Randy Seaholm will speak at the Compacts seminar <br />sponsored by the Colorado Water Congress on Nov. 10. <br /> <br />DOW to Hold Management Workshops: The Colorado Division of Wildlife (DOW) is holding four <br />meetings around the state to ask the public, "How would you conserve wildlife in Colorado if you had <br />the money?" Your views can also be expressed directly to garv.skiba(ai,state.co.us. <br /> <br />CWC Holds First State Affairs Meeting: On Nov. I the Colorado Water Congress (CWe) State <br />Affairs Committee held its first meeting to discuss the upcoming legislative session. The Committee <br />also discussed the state of the state's finances, heard reports from water agency representatives and <br />discussed proposed legislation. <br /> <br />The bills discussed included our own Projects Bill, a Special Water District Park and Recreation bill <br />being promoted by the Parker Water and Sanitation District, the Colorado Water Resources and <br />Power Development Authority's annual revolving fund authorization bills, the need for a bill to re- <br />capitalize the Native Species Conservation Trust Fund, a bill to extend the Watershed Protection Fund <br />which sunsets in 2005, and the need for a bill to help the Water Quality Control Division (WQCD) <br />with its dire fiscal situation. <br /> <br />The WQCD was directed to complete a study of how it could be financed and this 120-page report can <br />be reviewed at httv://www.cdphe.state.co.us/wo/WhatsNew/SB276 0704.pdf. <br /> <br />New State Forester: State Forester Jim Hubbard has accepted a position with the Department of <br />Interior's Office of Wildland Fire Coordination. Bill Wilcox, the former Assistant State Forester, will <br />serve as interim State Forester. <br /> <br />New Water Resources And Power Development Authority Members: Gov.
