The selection of those studies would be in conformance with <br />Colorado's Business Case Plan and FEMA's Multi-year Hazard Implementation Plan. <br /> <br />Map Modernization Consultant Selection Process: We are currently working to select the next <br />Floodplain Map Modernization consulting teams to help us complete countywide Digital Flood <br />Insurance Rate Map (DFIRM) studies. A Request for Qualifications was advertised in late September <br />and early October 2004 that generated responses from six Colorado consulting firms. We assembled a <br />selection panel consisting to evaluate and rank the Statements of Qualification, short-list four <br />consulting firms, evaluate oral interviews by the short-listed firms, and select two firms for <br />contracting. The four short-listed firms were PBS&J, Anderson Consulting, URS, and AMEC. <br />Interviews are to be held on Nov. 9 in Denver and final selection will be made shortly thereafter. <br /> <br />Post-wildfire Mapping Update: The 100-year floodplain analyses and mapping for streams within <br />Douglas County that were affected by the 2002 Hayman Fire have been completed. This was a <br />collaborative effort by the CWCB, FEMA, Douglas County, USGS, and two private consulting firms. <br />The new floodplain mapping will be included in the new Douglas County Digital Flood Insurance Rate <br />Map (DFIRM) as the first example of wildfire-induced flood data to be used for regulatory and <br />insurance purposes. These floodplains will be re-evaluated during the next few years as the burned <br />watershed areas recover from the fires. The CWCB Flood Response Fund was instrumental in helping <br />to make these cutting edge maps a reality. <br /> <br />Flood Documentation Update: CWCB staff and Icon Engineering documented several flood events <br />during 2004 that produced significant impacts in terms of dollar damage or disruption to commerce <br />and transportation. <br /> <br />Besides the devastating floods in Golden and Jefferson County that were reported in the July 2004 <br />Director's Report, there were a multitude of flooding problems statewide around Aug. 18 that affected <br />counties in both eastern and western Colorado. <br /> <br />A flood-related fatality also occurred on Sept. 19 in northern EI Paso County involving a father who <br />was attempting to rescue his children that were stranded in a flooded field. The children survived the <br />incident, however the father was pronounced dead at the scene by emergency medical staff after <br />valiant attempts were made to revive him through CPR. <br /> <br />We also investigated major flood events on the Purgatorie River upstream of Trinidad Reservoir and <br />on the Rio Blanco. <br /> <br />In addition to the detailed field reports produced by Icon, the CWCB plans to publish a summary <br />report by the end of December documenting all of the events. <br /> <br />Cloud Seeding Modeling Stndy: The Colorado Weather Damage Modification Program (WDMP) <br />research project was joined with the Denver Water Department's operational cloud seeding program in <br /> <br />\1 <br />
