Summary of Water Conservation Grants Awarded in Fiscal Year 2005-2006

e Backeround

The Office of Water Conservation & Drought Planning (OWCDP) administers two distinct grant
programs - the Water Conservation & Drought Mitigation Planning Grant Program and the Water
Efficiency Grant Program. The first is a grant program (HB04-1365) to fund the development of water
conservation plans and drought mitigation plans (g37-60-126 & g37-60-126.5 C.R.S.). Covered entities
are eligible for water conservation and drought mitigation planning grants while state and local
governmental entities are eligible for drought mitigation planning monies.

The Water Efficiency Grant Program was created, under HB05-1254, for the purposes of providing State
funding to aid in achieving the water efficiency goals outlined in locally adopted water conservation plans
and to promote the benefits of water efficiency. Covered entities and agencies are eligible for these funds.
Water conservation is defined broadly as water use efficiency, wise water-use, water transmission and
distribution system efficiency, and supply substitution. The objective of water conservation is a Iong-
term increase in the productive use of water supply in order to satisfy water supply needs without
compromising desired water services.

In fiscal year 2005-2006, the OWCDP awarded three (3) Water Conservation Planning Grants and four
(4) Water Efficiency Grants. Recipients included covered entities, of which two were municipalities, and
non-profit agencies. Attached is a spreadsheet detailing the specifics of each grant funded project
including a briefproject description and the awarded grant amounts.
