<br />. <br /> <br />. <br /> <br />. <br /> <br />The District services all or nearly the entire population base in the Tri-Area, The weighted average <br />of the median household income for the Tri-Area (shown in table 2) was based on the following <br />income and population estimates: <br /> <br />Municipality 1997 Population 1990 Income ($) <br />Dacono 2,364 26,236 <br />Frederick 1,698 29,044 <br />Firestone 1,626 34,327 <br /> <br />PROPOSED PROJECT <br />The purpose of the project is to upgrade and improve an existing conveyance system so that it can <br />handle regularly occurring and extreme runoff from irrigated fannlands, impervious land areas, and <br />new developments. Existing irrigation ditches and drain ditches in the project area have <br />historically overtopped their banks when irrigation flows are combined with storm flows. The <br />combined flows frequently spill, thereby affecting adjacent fanns, residences, businesses, and <br />infrastructure, The proposed project will bring the system up to acceptable engineering standards, <br />and will help to protect the stakeholders' interests and properties. The existing conveyance system <br />has been under review by many public and private entities over the past 20 years, All interested <br />parties have endorsed the proposed project, and have agreed to be represented by the Weld County <br />Tri-Area Sanitation District. <br /> <br />The project basically consists of improving existing conveyance facilities such as ditches, culverts, <br />and bridge crossings, and it includes construction of a new regional detention pond that will store <br />excess runoff during periods of excess flow. Detailed hydrology and conveyance studies along <br />with conceptual design plans have been completed by engineering consulting fIrms for the Tri-Area <br />conveyance project (please see attached project summary). <br /> <br />FINANCING ARRANGEMENTS <br />The District is arranging for various funding opportunities and project cooperators at the present <br />time, The proposed funding package consists of a long-term loan, in-kind construction match, and <br />monetary contributions (grants) from the county and local governments. Some funds ($486,001) <br />have already been expended by the District for this particular project. The District would now like <br />to borrow $1,000,000 from the Construction Fund to round out the project funding package. Table <br />2 provides a summary of the District's funding sources, in addition to the funds already expended, <br />that includes borrowing money from the CWCB and receiving grants from other sources. <br /> <br />3 <br />
