Now with the oessation of <br />the war and further investigational funds, it seemed advisable to <br />find out whether the Sump Drain should be inoluded, as part of the San <br />Luis Valley projeot. The joint oommittee was revised. Mr, Lohman <br />represents the U.. S. Geologioal Survey. Mr. Forester represents the <br />Bureau of Reolamation and R. J. Tipton, Colo.rado. Mr. Lohman. Mr. <br />Forester and Mr. Tipton have gotten together to work out a plan to <br />oarry out a joint investigation of the Closed Drain area. This agree- <br />ment has been plaoed in the form of a oontraot, oopy of whioh I have. <br />It is a oontraot betv.oeen the Bureau of Reolamation, the U. S. Gee- <br />10gioalSurvey and the State of Colorado. Colorado must beoome a <br />plU'ty to that and the amount the state has to oontribute is very small." <br /> <br />The oontraot was read to the Board. <br /> <br />Thereafter S. W. Lohman, in oharge of the underground water study in <br />the state of Colorado. further explained this investigation, <br /> <br />Attorney General Hinkley stated that the oontraot was approved by him, <br /> <br />Thereupon it was moved by Attorney General Hinkley <br />and seoonded by Vena Pointer that the oontraot. whioh is <br />made a part of the reoords of the Board. be approved and <br />the Direotor be authorized to exeoute it on behalf of the <br />Colorado Water Conservation Board. <br /> <br />Upon vote being taken the motion was unanimously <br />oarried and deolared adopted. <br /> <br />S. W. Lo):unan. in oharge of the underground _ter investigation in the <br />State of ColoradO, then made a report of the status of this investigation. <br />It appeared that thus far there has been expended by the State of Colorado <br />for this work $3,705.17 of the $25.000 appropriated by the last Legislature. <br />Mr. Lohman's full report appears in the transoript .of the meeting. <br /> <br />Mr. Henry C. Vidal was oalled upon to report with respeot to the status <br />of oompaot negotiations with the State of Kansas on the Arkansas River. <br /> <br />He stated that the first meeting of the joint oommission had been held <br />in Denver. Colorado on January 7. 1946. Brig. Gen. !i$.ns Kramer, the Federal <br />representative. three members of the Kanllas Canmission, and the full ColoradO <br />Commission were present, In addition the meeting was attended by Direotor <br />stone and Attorney General Hinkley. This first meeting was 'devoted largely <br />to organization and determination of prooedure. Gen.
