MOSES: <br /> <br />-Gentlemen, I ask the unanimous adoption of <br />this resolution by a rising vote of the Board. <br />The resolution is adopted unanimously." <br /> <br />"'Resolution - Silmon Smith, one of the <br />first members of this Board, served as repre- <br />s~ntative of the Main Stem of the Colorado <br />River from 1939 to 1950. <br /> <br />I <br /> <br />One of our leading water attorneys of the <br />state, Mr. Smith was instrumental in the <br />negotiation of the Upper Colorado River Com- <br />pact and was one of three negotiators repre- <br />s~nting Western Slope water interests in <br />effecting the compromise that led to the con- <br />structi.on of the Colorado-Big Thompson projedt. <br />The ter~s of the agreement are embodied in <br />Senate Document No. 80. <br /> <br />In later years he served on several com- <br />mittGes working on controversies with Denver <br />over diverting \~ater from the Blue River. He <br />r~pre5ented the Colorado River Water Conserva- <br />tion District on the Gunnison policy and <br />Review committee which resolved the controversy <br />over the Curecanti Pr9ject. <br /> <br />Born at Pleasant View, Iowa. on July 20, <br />1886, he attended Colorado College and the <br />University of Denver Law School. He lived <br />in Grand Junction from 1892 until his death <br />on November 25, 1964. <br /> <br />Surviv::'.ilg Mr. Smith are his. widow, the <br />former Lina Brunner, to whom he had been <br />married for 52 years, a son Laird, and a <br />daughter, Mrs. Clinton Biggs, all of Grand <br />Junction; five grandchildren and two great- <br />grandchildren. <br /> <br />I <br /> <br />WrlEREAS, the state of Colorado has lost <br />one of its great water leaders in the death <br />of SilQon Smith; and <br /> <br />WHEREAS, the construction of the great <br />water projects of the State of Colorado and <br />
