The long-delayed recogni- <br />tion of the ground water problem has now made <br />any approach to its solution extremely difficult. <br />Further delay will only increase the scope and <br />complexity of the problem. <br /> <br />The staff of this Board, for many years <br />past, has grappled with the question of how <br />to best integrate ground and surface wa~er <br />uses into a workable water code.
