"Thank you, Mr. Woodson. Are there any
questions from members of the Board? The
Trinidad project is an agenda item later on.
Are there any guests who have any questions
on the report? Thank you very much, Mr.
Woodson.

I don't believe there is any representa-
tive from the Corps of Engineers, Omaha Dis-
trict, present and I don't believe we have a
report from them.

That concludes that agenda item.

I might report to the Board and our guests
that for many years we've had a very informal
and friendly relationship with one of the
attorneys down in the southern part of our
state. All of the lawyers will have to report
to him as 'Judge' but he has assured me that
the rest of you can still call him Bill. So
I'd like to congratulate Bill Eakes. Congratu-
lations. And I am glad to understand that he
is going to continue his interest in water
matters.

The next item on the agenda is Item #3,
'Review status and Resolution - Ground Water
Surveys and Legislation'. I will ask Larry
to conduct this portion of the agenda."

"Mr. Chairman, members of the Board, and
guests, several months ago Governor Love held
a conference in his office and requested this
Board to formulate specific recommendations
on legislation to provide for the administra-
tion of ground water. The long-delayed recogni-
tion of the ground water problem has now made
any approach to its solution extremely difficult.
Further delay will only increase the scope and
complexity of the problem.

The staff of this Board, for many years
past, has grappled with the question of how
to best integrate ground and surface wa~er
uses into a workable water code. We have
