All of the lawyers will have to report <br />to him as 'Judge' but he has assured me that <br />the rest of you can still call him Bill. So <br />I'd like to congratulate Bill Eakes. Congratu- <br />lations. And I am glad to understand that he <br />is going to continue his interest in water <br />matters. <br /> <br />The next item on the agenda is Item #3, <br />'Review status and Resolution - Ground Water <br />Surveys and Legislation'. The long-delayed recogni- <br />tion of the ground water problem has now made <br />any approach to its solution extremely difficult. <br />Further delay will only increase the scope and <br />complexity of the problem. <br /> <br />The staff of this Board, for many years <br />past, has grappled with the question of how <br />to best integrate ground and surface wa~er <br />uses into a workable water code.
