<br />. <br /> <br />The draft report was prepared in part with input from an Interagency Contacts Group, <br />. Commission staff, and five "Working Groups" as follows: <br /> <br />. Agriculture <br />· Municipal and Industrial Water <br />· Local Government, Community and Business <br />· Environmental Issues <br />· Monitoring and Prediction <br /> <br />Each working'group addressed the question of what needs and gaps exist on the Federal, <br />State, local, and tribal levels to prepare for and respond to drought emergencies from their <br />specific perspectives, <br /> <br />Discussion <br /> <br />From a quick review of this document, my initial response is that: <br /> <br />· The report should include a discussion of drought definitions and drought triggers, <br /> <br />· The report recommendations are too general and do not include specific proposals <br />for Congress to consider. <br /> <br />. <br /> <br />Recommendation <br /> <br />I recommend that Board members review the report and convey any comments to staff <br />as soon as possible for inclusion in a coordinated state response before or during the public <br />comment period in December. <br /> <br />C:\My Documents\Director Reports\991121d - Nope Draft Report.doc <br /> <br />. <br /> <br />2 <br />
