Stanton, P.E. \['J.' . <br />Chief, Conservation Planning Section <br /> <br />FROM: <br /> <br />DATE: <br /> <br />November 22,1999 <br /> <br />SUBJECT: Agenda Item 21d - November 22-23,1999 Board meeting <br />Federal Issues - National Drought Policy Commission Draft Report <br /> <br />Introduction <br /> <br />Attached is the most recent draft of the National Drought Policy Commission's Report <br />entitled "America's Approach to Drought in the New Millenium" dated November 20, 1999. <br /> <br />This version of the draft report will be transmitted to Commission members on November <br />23, ]999, The Commission will meet in Los Angeles on December 2 to finalize the report before <br />it goes out for public comment. The public comment period will be from December 6, 1999 to <br />January 14,2000. The final report will be submitted to the President and Congress on April ]5, <br />2000. <br /> <br />Backl!round <br /> <br />Public Law 105-199 was enacted by Congress on July ]6,1998 to "establish an advisory <br />commission to provide advice and recommendations on the creation of an integrated, <br />coordinated Federal policy designed to prepare for and respond to serious drought <br />emergencies." Commission members were chosen according to the Act, which required <br />representation from federal and non-federal government entities and the private sector. The law <br />required the Commission to complete eight specific tasks as enumerated in the draft report. <br /> <br />I <br />
