Federal Issues - National Drought Policy Commission Draft Report

Introduction

Attached is the most recent draft of the National Drought Policy Commission's Report
entitled "America's Approach to Drought in the New Millenium" dated November 20, 1999.

This version of the draft report will be transmitted to Commission members on November
23, ]999, The Commission will meet in Los Angeles on December 2 to finalize the report before
it goes out for public comment. The public comment period will be from December 6, 1999 to
January 14,2000. The final report will be submitted to the President and Congress on April ]5,
2000.

Public Law 105-199 was enacted by Congress on July ]6,1998 to "establish an advisory
commission to provide advice and recommendations on the creation of an integrated,
coordinated Federal policy designed to prepare for and respond to serious drought
emergencies." Commission members were chosen according to the Act, which required
representation from federal and non-federal government entities and the private sector. The law
required the Commission to complete eight specific tasks as enumerated in the draft report.
