Coordinated, nationwide approach to addressing drought <br /> <br />The objective is to ensure effective, efficient drought pre-planning and response planning and <br />measures for lessening the impacts of drought. <br /> <br />. <br /> <br />Recommendations <br /> <br />u The Commission has discussed a number of options related to this goal. One consideration <br />in our deliberations was the law's requirement that we decide whether all federal drought-related <br />programs should be housed within one existing federal agency and, if so, which one. We <br />recommend against such consolidation. Our work to date indicates such a move would be <br />impractical, costly, and inefficient. <br />u The Commission also considered the attributes that are important to an effective national <br />approach for addressing drought. Those attributes include the capability for coordination, the means <br />of ensuring a consistent and reliable point of contact, and the ability to ensure that stakeholders <br />have the tools they need to make informed decisions-tools such as knowledge of drought issues <br />and experience with drought programs, people trained in the mechanics of planning, plan <br />implementation, and group dynamics; access to simulated exercises to enable hands-on experience; <br />and access to research findings and technical inf()rmation. <br />We determined that a national-level drought coordination entity that embodies these <br />attributes should be charged with the task of ensuring effective, efficient drought pre-planning and <br />response planning and measures for lessening the impacts of drought across the country. This entity <br />would be responsible for and have the authority to create links or partnerships with willing <br />stakeholder organizations; drought-related federal, regional, state, local, and tribal programs; . <br />drought-related research institutions; and decision-makers. Based on the vision and principles in <br />this report, on the tenets of cooperation and consensus, and driven by stakeholder involvement, the <br />coordination entity should strive for the best answers to making existing programs work better and <br />developing recommendations for new solutions as needed. <br /> <br />. <br /> <br />v <br />
