At the recent conference <br />in Washington, at which time the operating principles were reviewed, it was sug- <br />. gested that the word "reserved" be substituted for the word "restricted" and"for <br />reason of operation and safety" be deleted. The word "restricted" was deleted <br />because of an undesirable conn.otation. It was felt that the Vlord "reserved!L.:was <br />the most desirable substitution.
