<br />-.' <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />-~ <br /> <br />ATTACHMENT #2 <br /> <br />DRAFT SCOPE OF SERVICES <br /> <br />ADMINISTRATION OF MULTI-OBJECTIVE STUDY <br />FOR ROARING FORK RIVER AND FRYING PAN RIVER <br /> <br />INTRODUCTION <br />The Colorado Water Conservation Board (CWCB) proposes to retain the services of the Ruedi <br />Water and Power Authority (Authority) to assist in the management of the consultant work effort <br />for the Roaring Fork River and Frying Pan River Multi-Objective Planning Project. This <br />Scope of Services lists and describes the specific tasks that the Authority will perform to assist <br />the CWCB in the Multi-Objective Planning Project. The CWCB will be contracting with an <br />Engineering Consultant to perform the Multi-Objective ~Planning Project. That study will <br />include four (4) major categories of work, with fifteen (15) specific tasks to be completed. The <br />categories and specific tasks are listed later in this document and they are detailed in the Scope <br />of Work for the Multi-Objective Planning Project. <br /> <br />WORK TASKS FOR THE ADMINISTRATION OF THE MULTI-OBJECTIVE <br />PLANNING PROJECT (Bv the Ruedi Water & Power Authority) <br /> <br />1. SELECTION OF ENGINEERING CONSULTANT <br />The Authority will assist the CWCB in the development and distribution of the Request for <br />Qualifications (SOQs) to engineering consultants, the review of Statements of Qualifications <br />submitted by interested consultants, the selection of the most higWy qualified consultants based <br />on the SOQs, the interviewing and scoring of the most highly qualified consultants, and the <br />selection of the single most qualified consultant to perform the Multi-Objective Study. <br /> <br />2. INITIAL MEETING <br />The Authority will assist the CWCB and the Consultant in arranging a meeting in the Roaring <br />Fork valley to start the Multi-Objective Study, including review and revision of the mailing list <br />for contacting interested parties, helping with publicity about the meeting, assuring that the <br />Consultant has all necessary technical and other materials to prepare adequately for the meeting, <br />attending and participating in the meeting, and disseminating information about the meeting <br />afterward. <br /> <br />3. IDENTIFICATION OF AREAS AND CAUSES OF STREAM <br />INSTABILITY <br />The Authority will assist the CWCB in reviewing the work of the Consultant in the three specific <br />work tasks for identifying areas and causes of stream instability: I) Defining Stream Instability; <br />2) Identifying Unstable Areas; and 3) Determining Causes of Instability. A maximum of three <br />(3) meetings may be scheduled to complete these three specific work tasks, The Authority will <br />provide recommendations for improving the Consultant's work products and will assist the <br />
