<br />VIII. Investigation of available funding and revenues from delivery of water to the various <br />needs, For instance, what funding is available for fishery water or how much can the San <br />Juan County, Utah water users afford to pay, Time consuming task to contact <br />entities and attempt to obtain commitments, <br /> <br />. <br /> <br />IX. Formulation of alternative plans for various development scenarios. Appraisal level cost <br />estimates and appropriate financial analysis would be prepared for the alternatives, <br />General environmental analysis will be prepared to compare major issues. Significant <br />engineering evaluations and discussion with water users to consider <br />alternatives, probably several iterations of alternatives to sort the best <br />plan(s). <br /> <br />X. Selection of a preferred plan of development based upon financial analysis and <br />comparison of risks and benefits. Significant time and some engineering <br />analysis to assist water users in determination of the best plan, <br /> <br />XI. Preparation of feasibility level plans, designs, cost estimates, and general construction <br />plans for the selected plan. Significant engineering effort to prepare plans, <br />should not require additional field work but detailed evaluation of the <br />data available, <br /> <br />XII. Development of agreements with involved parties, if not finalized, to a point that . <br />completion is imminent. The agreements might be with parties to:provide water and/or <br />existing facilities and parties that would be utilizing the water supplies, Time <br />consuming task performed by DWCD staff, consultant, and attorneys. <br /> <br />XIII. Preparation of environmental documentation and possibly submittal of permitting <br />applications, if appropriate, The environmental analysis will require field work to <br />identify wetlands, endangered species habitat, and other critical issues. Significant <br />effort by environmental consultants to conduct field work, prepare <br />reports on alternatives and the selected plan, and if appropriate <br />submit applications to regulatory agencies (e.g. Corp of Engineers), <br /> <br />XIV. Development of the financial package, describing the financing and repayment of the <br />costs to develop the plan. Combines previous financing investigations into a <br />proposed package, moderate effort. <br /> <br />XV. Preparation of a report describing the selected plan, Significant effort by all <br />involved staff and consultants, to be used to show funding entities that <br />the plan is feasible. <br /> <br />. <br />
