<br />161 <br /> <br />I <br /> <br />It ~as moved and seconded that Mr. Gildersleeve's appoint- <br />ment as Chief Engineer for the Board, in accordance with provisions <br />set up by the' Civil: SerVice Coinmi.s si on, be "approved by th~ Colorado <br />Water Conservation Board, and that the Director be authorized <br />to proceed with such appointment. <br /> <br />On vote, the motion carried and was declared adopted. <br /> <br />The Board resumed discussion of the Colorado River Storage Project report <br />of the fureau of Reclamation. The Director stated that pertinent factors of the <br />overall plan were already known to the Board members. He announced that the exact <br />details of the proposed Gunnison River Development, contained in the report, would <br />not be formulated until further studies had been made and local viewpoints con- <br />sidered. <br /> <br />Congressman Wayne Aspinall announced that the Collbran Project, on the <br />west slope near Grand Junction, was being considered independently from the Colo- <br />rado River Storage Project, inasmuch as it would be self-liquidating and would not <br />be issued soon. <br /> <br />f <br /> <br />Gordon Weller appeared before the Board on the subject of the access road <br />to the proposed Echo Park darn site, from the Vicinity of Artesia, Colorado. He <br />discussed the various advantages to accrue to Colorado by such a road. <br /> <br />It was moved by Mr. Cross, and seconded by Mr. Smith, that <br />Mr. Weller be requested to suggest revised phraseology of Paragraph <br />10 of the proposed State Comments on the Colorado River Storage <br />Project 'report, to include the points emphasized in his discussion. <br /> <br />On vote, the motion was carried. <br /> <br />The Board adjourned at 5:20 o'clock, to reconvene at 9 o'clock Saturday <br />morning. <br /> <br />FORENOON SESSION <br /> <br />December 17, 1949 <br /> <br />The meetine was called to order at;9 :}O 0' clock by Vice Chairman Bailey. <br /> <br />The Board proceeded to consider the report of the Bureau' of Reclamation on <br />the proposed Fine River Project and Extension project, and the State's official <br />comments thereon. Spokesman for the Pine River group was A. lA. Emigh, attorney, <br />who submitted the following prepared statement for the record: <br /> <br />"MEMORANDUM <br /> <br />I <br /> <br />"Concerning Comments of the State on the Pine River Project <br />And Extension Submitted by the Pine River Irrigation District <br /> <br />"We suggest that Paragr-aph 4 be amended to read as follOl~s: <br /> <br />"The project as descri bed in the proposed report is desirable <br />in that it would make possible the irrigation of 15,150 acres of <br />land in Colorado and New Mexico now idle, which are part of the <br />original service area for which the Vallecito ReservOir was built. <br />It is particularly necessary that this project be constructed as <br />soon as possible for the reason that the vast majority of the <br />lands which are to be benefitted by the extension are noW paying <br />assessments for the rep8<fment of the cost of the Vallecito Reservoir <br />and are receiving no benefj,ts whatsoever from the storage. Such pay- <br />ments have been made since 1942 and some of this land is now in de- <br />fault. Considerable more acreage within the area would be in default <br />
