HR 429, Reclamation Projects Authorizations and Adjustment Act of 1993 (5:19 - e <br />5:30 p.m.) <br /> <br />This Agenda Item was deferred until the March, 1993 Board meeting, Jim Lochhead gave <br />a briefing on one aspect of HR 429 - this Bill establishes the Western Water Policy <br />Review Commission, to review present and anticipated water resource problems affecting <br />the 19 western states, including state and federal agency interaction, rural community <br />water supply problems, needs and opportunities for additional storage and other <br />arrangements to augment existing supplies, and review the historical use and effectiveness <br />of various institutional arrangements to address problems of water quality, allocation, <br />planning, flood control and other aspects of water development Lochhead also gave an <br />overview of his testimony to Senator Bradley's Committee on the institutional <br />relationships between the states and the federal government No action was taken, <br /> <br />24a. Endangered Fish Recovery Program - Sufficient Progress (5:30 - 6:00 p.m.) <br /> <br />Peter Evans gave a presentation on the Sufficient Progress Agreement developed by the <br />Recovery Implementation Program's Management Committee. It seeks a restructuring of <br />the way Section 7 Consultations are done, specifically that recovery activities are planned <br />on the basis of biological priorities rather than using where water projects are anticipated <br />to occur, and where impacts will need to offset The Sufficient Progress Agreement also <br />addresses the historic depletion issue. Additionally, a Recovery Action Plan was developed <br />that is biologically prioritized to assure that the Program is moving forward quickly <br />enough to serve as the reasonable and prudent alternative, The Management Committee <br />is still working closely with entities who are not completely satisfied to resolve their <br />concerns. This agreement will be presented to the Implementation Committee at its <br />January 27, 1993 meeting for its approval. A trip is scheduled for Washington D.C. to <br />seek funding for the Program in April. Ken Salazar suggested that the Board formally <br />review the Sufficient Progress Agreement in light of the State's compact entitlement, and <br />have a meeting by phone to discuss the Board members' input on this document prior to <br />the Implementation Committee meeting, Wendy Weiss (AGO) commented that it was <br />important for Colorado to have appropriate time to review this document Bob Green <br />(FWS) commented that this needed to be resolved before the Washington D,C. trip. No <br />formal action was taken. <br /> <br />25, Floodplain Management Program - (6:00 - 6:01 p,m,) <br /> <br />This Agenda Item was deferred until the March, 1993 Board meeting, <br /> <br />26, <br /> <br />Workshops (6:01 - 6:02 p,m,) <br /> <br />No problems were identified with the February 19, 1993 or April 5, 1993 workshops to <br />be held in Denver.
