It is a matter of extreme importanoe <br />to the State of Colorado, sinoe 90 per oent of the water produced in the <br />Upper Basin comes from this state and any allooation 1:;0 Mexioo in excess of <br />surpluses, under the provisions of the Colorado ,River Compaot, must be pro- <br />vided to the extent of one-half by the Upper Basin States and one-half by <br />the Lower Basin states. <br /> <br />The Board members, after discussion of the subjeot of the Colorado <br />River-United States-Mexioo situation, had no further recommendations nor <br />objection to the position taken by Colorado representatives on the Committee <br />of Fourteen with respeot to the matter. <br /> <br />Direotor stone reported to the Board concerning the status of con- <br />struction work on the Mancos projeot. He explained that this was a Wheeler <br />Case development which initially had emplcyed C.C.C. labor; that the C.C.C. <br />oamps whioh had been established at the project were not now funotioning <br />beoause of the cessation of the work of suoh camps in the present war emer- <br />gency; that equi:fXllent had been moved on to the projeot but that a portion of <br />the heavy equipment had been taken to the Pando project and he understood a <br />"freeze order" had been placed by the GoverIDllent on the balanoe of the <br />equipment; that the stripping of the dam site had been largely oompleted and <br />other work done; and that an effort had been made through his office and the <br />local interests to prooure the establishment' of a oonsoientious objeotors' <br />camp on the project. He stated that the matter would be followed up and <br />there was a possibility that either a oonscientious objeotors' camp or aside <br />camp of the War Relocation Authority would be cbtained. <br /> <br />The annual oonferenoe of the National Reolamation Assooiation whioh <br />will be held in Denver on October 14-16, 1942 Was then discussed. Direotor <br />Stone announced that a meeting of the Colorado convention committee had been <br />held and that some of the subcommittees had already met. He explained that <br />this 'Convention had been moved from Bakersfield, California, where it was <br />originally set, to Denver, Colorado and that a large measure of responsibility <br />rested on the Colorado people in properly preparing for'- and handling this con- <br />vention. He further ,explained that important questions of reolamation <br />polioies would be oonsidered at the convention. <br /> <br />Attention was then direoted to the fact that it was important in the <br />interest of Colorado that an effort be made in the next session of the Colo- <br />rado legislature to obtain amendment to Sub-seotion (b), Seotion 13 of <br />Chapter 266, SessiOn4aws of Colorado, 1937. entitledl "An Act to Provide <br />for the Organization of Water Conservancy Districts and to Define the Pur- <br />poses and Powers Thereof," approved May 13, 1937. <br /> <br />It was pointed out that prior to the convening of the last session <br />of the state legislature, representatives from the various seotions of Colo- <br />rado had, after several conferences, approved a form of suoh an amendment <br />for submission to the legislature. This amendment had been passed by the <br />House of Representatives, but in the Senate it failed to be reported by the <br />Calendar Committee. The amendment submitted at the last session of the legis- <br />lature was approved by the Colorado Water Conservation Board prior to its <br />submission and after agreement of interested parties in various seotions of <br />the state.
