<br />116 <br /> <br />MORNING SESSION <br />Friday, December 10, 194~ <br /> <br />The meeting was called .to order at 10:20 a. m., by Vice Chairman Bailey. <br /> <br />Chairman Bailey read a resolution adopted by the State Planning Commis- <br />sion, expressing appreciation for the services rendered by Judge Clifford H. <br />Stone, Jean S. Breitenstein, and R. J. Tipton, in behalf of Colorado,.in the <br />negotiation of the Upper Colorado River Basin Compact. <br /> <br />Director Stone announced the first item ori the agenda was consideration <br />of the Upper Colorado River Basin Compact, signed at Santa' Fe, N. M., October <br />11, 1948. Judge Stone and Mr. Breitenstein reviewed the proceedings qf the <br />meeting at which the Compact was signed, and reported that .the Compact was <br />essentially the same as had been endorsed by the Board at a previous meeting, <br />except for the authorized additions thereto, and refinements in language. The <br />Director announced continuance of the Compact Commi'ssion to assist and promote <br />ratification of the Compact by the signatory States and consent thereto by the <br />Congress of the United States. <br /> <br />George M. Corlett from the San Luis Valley appeared and suggested that <br />the interests of the San Luis Valley were not adequately protected. . <br /> <br />Dan Hunter reported the Southwestern Water Conservancy District board <br />considered the Compact fair to the State and to his Distri.ct, as well as main- <br />taining amicable relations vnth the other Upper Basin States. Geo~ge.Pughe <br />commented that he felt that the i.nterests of no parti.cular area had been <br />favored at the expense of other areas. <br /> <br />Mr. Dille moved the adoption of the following resolution. <br /> <br />WHEREAS, The Colorado Water Conservation Board on <br />September 27, 1948, after a presentation and full dis~ <br />dussion of the Vernal draft of the proposed Upper Colo- <br />rado River Basin Compact, approved that draft of Compact <br />and authorized the Colorado Compact Commissioner to ex- <br />ecute such Compact on behalf of the State of Colorado .vli th <br />such technical and language changes, not affecting .the <br />apportionment to or obligations of Colorado, as were accept- <br />able to him and to his Engineering and Legal advisers, and <br /> <br />~EEREAS, pursuant to such Resolution the Colorado <br />Compact Commissioner did, in the 'City of Santa Fe, . New <br />Mexico, on October 11, 19.48, execute the UPPer Colorado <br />River Compact on behalf of the State of Colorado, and <br /> <br />\'IHEREAS, The Board has now reviewed and considered <br />the Compact so executed at Santa Fe and finds that 'the <br />Compact complies with the Resolution of September 27, . <br />1948, and . <br /> <br />~ <br />
