<br />tl iT, <br /> <br />Association of State Floodplain Managers Conference: Tom Browning and Kevin Houck . <br />attended the 30th Annual Conference of the Association of State Floodplain Managers (ASFPM) <br />in Albuquerque. This year's conference attracted over 1,200 professionals in the field of <br />floodplain management from around the country, and was ASFPM's largest to date. <br />Considerable attention was placed on the issue of levees and the fallout of Hurricanes Katrina, <br />Rita, and Wilma. <br /> <br />Larry Larson, who has served as the Executive Director for the Association since 1982, <br />commented during the conference that he views Colorado as the leader of all the western states in <br />the area of floodplain management. His opinion was based on a strong state program led by the <br />CWCB, a strong state chapter (the Colorado Association of Storm water and Floodplain <br />Managers, ASFPM's second largest chapter, for which Tom Browning serves as Chair and Kevin <br />Houck serves as Vice-Chair), willingness of individuals to become Certified Floodplain <br />Managers, the willingness and ability of prominent individuals to take positions ofleadership, <br />and his general impression of overall preparedness and proactivity based on his observations. <br />Colorado should rightly feel proud of this statement from this longtime expert. <br /> <br />In related news, Tom Browning has just stepped down from the ASFPM Board of Directors due <br />to professional and personal commitments. Brad Anderson, past Chair ofCASFM, was elected to <br />the Board of Directors in his place. Kevin Houck continues to serve as the Liaison for the Arid <br />Regions Committee of ASFPM, and he was recently asked to take over as the Chair of the <br />NominationslElections Committee. <br /> <br />Instream Flow Subcommittee Update: The Instream Flow Subcommittee was created by the <br />Board in March 2005 to address policy and procedural issues identified through the Stream and <br />Lake Protection Section's Strategic Planning effort. To date the Subcommittee has held four <br />meetings covering the following topics: <br /> <br />. <br /> <br />. Basin oriented approach for new instream flow appropriations <br />. Procedures for evaluating Injury with Mitigation Proposals. <br /> <br />A summary of each subcommittee meeting, along with supporting documents and materials can <br />be accessed on the CWCB web page at <br />htto:llcwcb.state.co. us/Streamandlake/isfSubcommittee.htm <br /> <br />The next item scheduled for discussion by the Subcommittee is the topic of state line instream <br />flow appropriations. This topic was scheduled for discussion in conjunction with the July 2006 <br />Board meeting in Durango. However, due to the hearing for the Durango Recreational In- <br />Channel Diversion (RICD) which is scheduled for the first I \I, days of the Board meeting, this <br />Subcommittee meeting will be postponed. For current information regarding revisions to the <br />Subcommittee meeting schedule and upcoming topics, please consult the CWCB web site, or <br />contact Anne Janicki at 303-866-3977. <br /> <br />Colorado Watershed Protection Fund Update: The CWCB received a total oflhree <br />applications (I project grant and 2 planning grants) by the April 30, 2005 deadline. The CWCB <br />also received a late project grant application on May 23. The total requested amount by all four <br />applicants is $87,250. Copies of these applications were sent to the WQCD and Colorado <br />Watershed Assembly (CW A). The CWCB and WQCD staff and CW A representatives are in the <br />process of reviewing and scoring these applications according to the Program Guidance approved <br />by the CWPF Designees.
