<br />4. FPR 00-519: City of Greeley and Weld County, Floodplain Study, Cache La Poudre <br />River, dated October 1999 was prepared by the U.S. Army Corps of Engineers, Omaha <br />District. This study includes detailed floodplain for a reach of the Cache La Poudre River <br />from its confluence with the South Platte River upstream to County Road 23 near Windsor. <br />An existing hydraulic model through a portion of the City of Greeley was modified and <br />adopted for this study. Several previous floodplain studies have been published for this river <br />in the study area. FEMA has floodplain information for Greeley, Windsor, and Weld <br />County, and that information compared favorably to that of the current study. <br /> <br />DISCUSSION <br />The designation action for the City and County of Denver is being taken under rule 9.D.2 (Board <br />Initiative). The Denver stormwater/floodplain staff person was contacted in the past regarding the <br />proposed designation action for of the Denver Flood Insurance Studies. The City did not wish to <br />request the CWCB to move forward with tbe Board action, therefore the CWCB staff is <br />recommending that the Board act under the "Board Initiative" rule in lieu of the "Community <br />Request" rule. The technical information for tbe Denver Flood Insurance Studies appears to be <br />reasonable, and the CWCB staff does not find any reasons to delay the designation and approval <br />action for the Denver studies. The CWCB staff believes that it is in the best interest of the health, <br />safety, and welfare of the citizens of Denver to designate and approve the subject Flood Insurance <br />Studies for the City and County of Denver. The Urban Drainage and Flood Control District has <br />previously endorsed the CWCB's floodplain desi~nation and approval process. <br /> <br />The CWCB staff did not find any technical deficiencies with the Urban Drainage study (Lemon <br />Gulch and Oak Gulch) or the Weld County study (Cache La Poudre River). These studies will be <br />designated under Rule 9.D.I (Community Request). <br /> <br />RECOMMENDATIONS <br />The detailed floodplain information being considered for designation and approval as outlined in <br />Resolutions Nos. 00-516 and 00-517 meets the applicable requirements of the Board's "Floodplain <br />Designation and Approval Rules", The approJ(imate floodplain information being considered <br />within those 2 resolutions does not meet the applicable requirements of the Board's "Floodplain <br />Designation and Approval Rules". However, staff recommends designation and approval of the <br />approximate reaches subject to the local government requiring a detailed study prior to <br />development activities occurring in those areas. <br /> <br />The detailed floodplain information being considered for designation and approval as outlined in <br />Resolution Nos. 00-518 and 00-519 meets the applicable requirements of the Board's "Floodplain <br />Designation and Approval Rules."
