<br />, .J <br /> <br />Rivers in Colorado that were placed on the Nominations List were: <br /> <br />. <br /> <br />. North Fork of the Gunnison <br />. South Platte River <br /> <br />Nominated river segments in surrounding states include: <br /> <br />. Arizona -- Santa Cruz River <br />. California - Lower American River <br />. Kansas - Arkansas River <br />. New Mexico - Rio Grande, San Juan <br />. Texas - Rio Grande <br />. Utah - San Juan <br /> <br />Concerns have been expressed by some Colorado citizens that such a designation may <br />adversely impact their water rights. Representative Bob Schaffer, along with others have <br />filed a complaint in U.S. District Court to stop this initiative (Attachment 1). We have <br />also received a letter dated December 10, 1997 from the Rio Grande Water Conservation <br />District expressing the District's concerns with the initiative (Attachment 2). <br /> <br />Finally, attached is a Q & A document from the American Heritage Rivers Program for <br />your information (Attachment 3). <br /> <br />. <br /> <br />CONCLUSION <br /> <br />Given that there is both strong opposition and apparent support for the initiative in <br />Colorado, Staff would like Board guidance on whether or not to comment and the nature <br />of any such comments. <br /> <br />1:/BoardmemlJan98/jan9828.bdm <br /> <br />. <br /> <br />2 <br />
