The purpose of this initiative is to help improve
American rivers, including the natural habitats, parks, streets and historic buildings along
their banks.

The proposal will select 10 river reaches from a specified nomination process list. The
deadline for nominations was December 10,1997. The criteria for selection are as
follows:

I. Broad support for the designation from individuals and oganizations along the
river, such as elected officials, landowners, businesses, educational and arts
organizations, community leaders, economic developers, state and local
governments;
2. A range of natural, economic, scenic, historic, cultural and/or recreational features
that demonstrate distinctive qualities of America's river heritage;
3. The willingness and capability of the parties nominating the river and/or state and
local governments to enter into new, or to continue and expand existing
partnership agreements.
4. A broad plan of action for the river.
5. Actions that will result in measurable benefits for the river community in terms of
protection and highlighting of historic and cultural resources, revitalization of
local and regional economies and/or sustainable development (in terms of
protection of water resources and/or public health, restoration of rivers).

The President is expected to announce the selected rivers during his 1998 State of the
Union Address. As of December 22, 1997, 125 nominations had been received by the
program representing river reaches in 46 states and the District of Columbia.

l
